Regarding the fraud allegation I just assumed it was the first owner but Trading Standards say that as the dealer has had it for nearly 2 years who's to say he hasn't had the book stamped? replaced the service book?

With the vehicle's wheels you shouldn't really vary the height by much maybe by one section so from a 60 to a 65. Swap for smaller diameter wheels and you can get taller tyres without affecting your speedometer too much and still keep your insurance company happy.
