Is it usual for insurers to charge extra for using a dashcam?

Is it usual for insurers to charge if you install a dashcam? I'm insured with Admiral and told them I was thinking of installing a dashcam and wondered if this would bring a discount when renewing my insurance. They told me it would cost me £13 as they treat it as a modification to the vehicle. This doesn't seem very sensible to me.

It's very unusual that they are wishing to charge you, as it's to their benefit. It certainly isn't a modification as it isn't a permanent fixture. I would contact them, ask for a manager, and enquire again. If they reply the same, I would take my business elsewhere and let the manager know why.
