Does the April 2017 VED surcharge on cars over £40,000 include taxes, delivery, etc?

The April 2017 VED surcharge applies to cars with a list price over £40,000. Does this include the various taxes, delivery charge, etc?

The VED surcharge will apply to cars with a list price over £40,000. This is the published price, before any discounts. If in doubt, speak with the dealer and ask them to supply the car's original list price. Sometimes this can be lost in the small print of deals.
