Does the new VED tax scheme include extras on cars over £40,000?

Does the new VED tax scheme for cars costing in excess of £40,000 apply to the invoice price, including options, or the list price of the model selected excluding options?

The invoice price including all factory options and VAT, but not including first year CO2 based VED which can be anything from £0 to £2,000.
