Ford Focus EcoBoost making a strange noise

I have just collected a secondhand 2013 1.0 litre Ford Focus. I have almost immediately noticed a strange whirring/turbine like noise most prevalent at 40-60mph. It is speed related and not related to the revs of the engine.

The car has had three new but cheap tyres fitted. Could it be as simple as excessive tyre noise?

Well explained. I think you are right. It will be tyre noise. Few things work out as expensive as cheap tyres. However, Focus EcoBoosts have also had a number of Dual Mass Flywheel and clutch issues that seem to be due to problems with the concentric clutch slave cylinder seal failing.
