Will insurance companies pay out if I have an accident while driving with no MoT during this extension period? Are the police going to check vehicles to see if they're roadworthy?

Yes, insurers will pay out if the vehicle does not have a MoT in this extension period. If the police attend the incident and the vehicle is not roadworthy, then I am sure they will take action. But that is no different than the norm. It is your duty and responsibility to make sure you car is safe to be on the road.
