Is the best time to buy a new car still the end of the month?

We're told we can negotiate a better deal on a new car towards the 'end of the month' when a salesman is keen, if not even desperate, to hit his/her target. But to do so successfully we must know when the month ends - is it - necessarily the end of the calendar month. How can we find out so we are in the best possible negotiating position?

The cars in question would have to not only be sold but also registered by the end of the calendar month. A dealer can usually first time register them by a direct connection with the DVLA.
