Why don't insurers and the police care about uninsured drivers?

We're repeatedly told uninsured drivers are the scourge of the highways and the central plank argument for increasing insurance premiums. Yet, after a slight bump in a car park and an exchange of details, I find out through the web (DVLA and https://ownvehicle.askmid.com/) that the other car is untaxed and uninsured. I've informed my insurer and police but nobody seems interested. Why is it so difficult to report these motoring lawbreakers and does anyone care when you do?

There are three untaxed, uninsured vehicles rotting in the vicinity of my house, but the police will not act unless police officers (or cameras) witness the car being driven on the road when it is not taxed or insured. Getting rid of junk cars is the responsibility of the local council. You might be able to report that the car was being used without VED or insurance and they might take action.
