Why doesn't my Citroen C3 Picasso have a jack or wheelbrace?

I have just bought a C3 Picasso which has a puncture repair kit. It does not have a toolkit (Wheelbrace, jack etc.) The dealer is adamant that because it has the repair kit it doesn't need the tools. The dealer ascerts that this is the trade norm. Is he correct?

Yes, it's the standard specification skimp. You can usually pay £100 +/- extra to get a space saver spare, jack and wheelbrace. Some more expensive Citroens and Peugeots come with standard spare wheels; a few of them full size.
