My Vauxhall Astra's horn doesn't work when the headlights are on - is there a recall for this?

I have an 07 Vauxhall Astra 1.6SXI. When I have my headlights on, my horn doesn't work. I have just been made aware of this fault. Apparently, according to the Watchdog site, Vauxhall are sending out letters soon. This is an intermittent problem. I have just contacted my local dealer, who seem unaware of Vauxhall's sending letters to owners. I have been told that I need to pay a £65 diagnosis fee, but any repairs will be free of charge. Are you aware that Vauxhall are notifying owners or not? I have received nothing so far. I also don't think it very fair that I should have to pay anything for what is obviously a known safety issue. I have just been made aware of this fault, apparently, according to the Watchdog site, Vauxhall are sending out letters soon.

This issue is not top of mind to me. Might be something in car-by-car breakdown, but not a big issue.
