My Vauxhall Astra's horn doesn't work when the headlights are on - is there a recall for this?

I have an 07 Vauxhall Astra 1.6SXI. When I have my headlights on, my horn doesn't work. I have just been made aware of this fault. Apparently, according to the Watchdog site, Vauxhall are sending out letters soon. This is an intermittent problem. I have just contacted my local dealer, who seem unaware of Vauxhall's sending letters to owners. I have been told that I need to pay a £65 diagnosis fee, but any repairs will be free of charge. Are you aware that Vauxhall are notifying owners or not? I have received nothing so far. I also don't think it very fair that I should have to pay anything for what is obviously a known safety issue. This issue is not top of mind to me. Might be something in car-by-car breakdown, but not a big issue.
