How should my daughter proceed with a claim for damaged wheels due to a pothole?

On 5 March 2010 my daughter damaged her two front tyres and wheels in a potholed main road. When she telephoned Hertfordshire Council offices to report the incident she was asked to pursue a claim and consequently completed the required paperwork. She was given the impression that a number of incidents had happened on the same road and that legitimate claims would be settled. The replacement tyres/wheels came to a total of £484.12 and a claim, together with the original invoice, was despatched to Hertfordshire Insurance Section at Hertford. The consequent response from Hertfordshire, dated 27 May 2010, is that they carried out their statutory monthly inspections, the most recent having been undertaken on 15 January 2010, at which time the defect that caused the incident was recorded and issued for repair. I believe that Hertfordshire should meet and settle this claim and I would be grateful if you could advise me of the best way to appeal to them against their decision.

Check with www.fixmystreet.co.uk if the pothole was reported to the council more than a week before it damaged her car. If so, she has a legitimate claim.
