Maybe cyclists should create some noise to alert car drivers, like motorcyclists?

With regard to the millions of pounds to be spent on safer cycling infrastructure, is there any truth in the rumour that cyclists are to be required by law to install a speaker system with a looped recording playing an un-silenced motorbike to ensure us car drivers are aware of their presence?

Won't make any difference. Car drivers will still pull out in front of cyclists little realising that a pedal bike could be travelling at 40mph and is unable to brake. They would not pull out in front of a 40 tonne HGV.
