I have just been sold a car fitted three summer tyres and one winter. The winter tyre is on the offside rear. Is this right or safe?

Tyre manufacturers advise against mixing tyre types on the same vehicle, although it is not illegal to do so. If the vehicle was sold by garage you could request that they swap the winter tyre for a summer tyre, but arguably they could refuse to do so.
