I damaged a parked car but the driver left before I could leave my details - what else can I do?

As I opened the door of my van, the wind caught the door and blew it into the side of the car parked next to me. There is only a tiny bit of damage. After a bit of panicking I went and got a pen and paper to write down my details, but by the time I got back the car had gone. I left a note with my contact details and message of apology at the reception of the place where the incident happened. I asked if there was any CCTV of the car park and the receptionist said that only the first two rows of the car park are covered by CCTV. The rest of the car park, where I was parked, isn't. It is a council building as well. Any advice?

You have done as much as you can do. Without the other vehicle details there's not much more you can do.
