A 74-year-old friend's licence has expired - how do we resolve this quickly?

I have a friend who is 74. He just realised his license is out of date. He's tried to renew online and by phone to the DVLA, but to no avail. Can you give us some advice how to deal with this and resolve this quickly, please?

This is especially the case if your licence has expired due to age (driving licences need to be renewed when you reach seventy years of age) or for medical reasons. For these, you may also have to pass a medical. In other cases, you can simply apply for a new licence without problem, although the DVLA will often want to know why your licence has been expired for so long."
