My son bought a 94 1.6 Cavalier following advice from other Backroomers. Found the footwells full of water after the heavy rai and squeezed about 2 gallons out of the carpets and foam underlay! Eventually traced it to a poorly installed seal around the fan casing under the wipers. There was a gap of about 3mm which was allowing water to trickle into the fan and down into the car. It would appear that it had been like this from new. Offer this as a tip if any one else suffers the same problem.

No, I used a self adhesive neoprene sealing strip that I rescued from scrap by a glazing installer some years ago.

Also check the drain tube in the middle of the bulk head, it is L shaped and gets bunged up with leaves and silt over time, this causes it to overflow into the fan.

Yes, it was partially obstructed so that just caused the water to overflow through the defective seal.
