Parkhump spaces

I live in Hampshire. Is it illegal to park on a speed hump? In particular one that stretches right across the road with white triangles on it and a painted, straight white line parallel to the kerb before, across and after it?

Seems not. In Fulham in London they have actually installed speed cushions in designated parking spaces. That's how daft the situation has become.
