Polo won't start

I went to start my 1995 VW Polo this morning and the engine would not turn over at all, and the hazards would flash for around 20 seconds. The car is in good condition generally and I have not had any issues with it in the 18 months I have had it.

All electrics work fine and I even stuck the battery on charge to ensure it was fully charged. Still the same result as above.

I figured it could be the immobiliser but after reading and trying some of the suggestions from the web I am still none the wiser.
