Are car headlights getting brighter?

Is it my imagination or are car headlights getting ridiculously bright? Is there a maximum brightness legally allowed? As it now gets dark at tea time I spend much of my time with one hand on the wheel and the other shielding my eyes from the glare of oncoming traffic.

This can be caused by headlights that are out of alignment. It's a common problem and responsible for one million MoT failures every year:
