Hypothetically You receive a fixed points penalty which also carries a penalty points.
The computerised system FIRST sends out a demand for cash, only then AFTER you have paid, can it send a DEMAND for you to return the license for endorsement -it cannot handle both at the same time and it cannot process the points until the financial section has been complete.
So if the penalty is £40 - you send off a cheque for £41 -IT MUST issue a refund for £1 and register payment has been made -
BUT DO NOT CASH THE CHEQUE -DUMP IT
the system remains open and cannot generate a "SEND YOUR LICENSE FOR ENDORSEMENT"
