It's a discussion document, not policy, and the idea has been around for years, so it's hardly a scoop for the Telegraph. If it gives us motorways of the quality they have on the continent, then good.

But surely we already pay for good quality roads and M/ways, but we don't get them! Over £35 billion per year is extracted from drivers in motoring-related taxes, and the government spends only a fraction of this on improvements. They spend more on 'anti-car' schemes.

Fifty or sixty quid for 800 miles as part of a grand or so for a holiday in france don't seem that much. For two weeks motoring charged up as business costs and straight out of the bottom line it's another ball game!!

I like the Swiss system where you buy an annual m/way permit. The good side is that visitors have to buy them as well - nice little earner!
