where is my rover 75 cdt oil filter?
i can see a cylinder at the front with a turning cap

If it's not easily spotted either when lifting the bonnet, or looking up from underneeth, then chances are its a cartrige filter that is lurking inside a canister somewhere.

Where's the oil filter on a Rover75 cdt? - R40
The cap to access the filter sits towards the front of the engine bay to the right of the power steering reservoir and between it and the oil dipstick.
