I would say not, generally.
Is it an alloy core with plastic side 'tanks'. It's not unknown for the tanks on this type to come away from the core - this afflicts many makes and models. The intercooler is often at the front of the cooling pack and so gets all the road cr@p. My Saab has this type of intercooler, but unfortunately it's the aircon condensor that's at the front getting the brunt of the dirt intake.
Was this done at your expense or under warranty? If the latter, why worry? If the former, you should have had the opportunity to look at the faulty item (or you could have asked to have it back) and in this situation I would have sought the advice of a radiator specialist to see if a repair or pattern replacement was available.
At 4 years and with FJSH I'd have expected it to be under warranty or at least a high % of goodwill.
