What's the DOT 3 reservoir for on my Panda?

Please could you tell me what the fluid reservoir that specifies Dot 3 Brake Fluid is for? Is it for the brakes or clutch?

Also, would there be any problems if I topped this up with Dot 4 brake fluid instead?

If the car has a hydraulic clutch, it's for both brakes and clutch. You cannot mix Dot 3 and Dot 4.
