What sort of equipment is required to plug into the diagnostics socket of a VW to determine why the light is flashing? Is it only available to VW franchise dealers?

Gunsons make a fault reader thingy - I think Halfords sell them. AFAIK VW is on the list of compatible cars and I'm sure Gunson will have a website detailing what they can do.
