Is it illegal to park on the zig-zag and then solid white lines that are placed around road humps?

No, not unless yellow lines dictate otherwise.

Some councils actually mark out parking bays over road humps!

The zig-zag white lines you mention are these the sharktooth white markings that mark the hump or has the hump been marked on approach with the zig zag lines at the side and centre of the road like a Ped Xing?. Does the hump form a pad for Pedestrians to walk on to cross the road?.

Spent the morning yesterday in the Library with the TS &GD Regs but from the information you have given cannot resolve other than it looks a no.
