I've had the turbo replaced on my 407 Hdi, I, after lack of power , I tested it some time ago with a gauge and found there was no pressure, the old turbo looked in pretty good condition on inspection after removal, and the new turbo seems to make not a lot of difference, all hoses are good. It drives very well , just flat on acceleration.

Turbo is off until vacuum from the turbo solenoid activates it.

so check for vacuum at the small bore pipe on the turbo,

no vac means no boost,

Chase the vac back up through the turbo pressure solenoid all the way back to the vacuum pump.

And check for function/click at the pressure solenoid.

No function/click means non operation so no vac.
