Vectra diesel feels as though it is running on three cylinders

Bio have a 53 plate Vectra CDTI. It seems to feel as if it is running on three cylinders, but seems to clear when you put your foot down. There are no fault codes when plugged in and the chap that plugged in in said it has something to do with the inlet manifold - is he right?

If the inlet manifold has swirl flaps and these are sticking then that could account for it. Best to have them removed.
