Is it true that you can exceed the speed limit by 10 per cent plus 3mph?

Somebody told me yesterday that if you are caught speeding you are allowed 10 per cent over the limit plus 3mph because a car's speedo is not calibrated. Is this true?

These are the old ACPO guidelines, but they are not compulsory on any police officer as they can still report you for 31 in a 30 if they think it is dangerous in the circumstances.
