There has been some recent publicity concerning the DVLA's supplying of vehicle keepers' addresses to various bodies, including debt collection agencies, car park operators and the like. Is it possible for a private individual to access this information? If so, how?

Like everything else in this world, it's who you know. You then have to pay them what it's worth to them. It is of course, illegal.

The supply of information by DVLA to Enforcement Agencies ad hoc is covered by statute.
They can also supply on an individual basis to a private individual if he can show a good cause for requiring the details.

You only have to tell them you think they ran into your car and drove off, pay the fee, and it's yours.
That's why I register my vehicles to a different address.
