Who is responsible for the upkeep of road signs?

Over the past few months, I have covered thousands of miles driving up and down England. Many of the direction signs are covered by vegetation/trees and I reckon about a third are barely readable. Who is responsible and why are they not ensuring road signs are clear and easy to read?

Councils are responsible for the maintenance of road signs on local roads while National Highways (formerly Highways England) is in charge of signage on major A roads and motorways.

If you are concerned about a particular stretch of road then I would recommend contacting the relevant authority and reporting the sign(s) in question.
