I have basically the same situation as this poster (www.honestjohn.co.uk/forum/post/index.htm?t=174646...4), only the reason I didn't receive the NIP is because I forgot to update the v5c Log book with my new address - I only updated on my drivers license. Consequently, when I had a speeding offence 6 months ago, the NIP was sent to an old address. I am now charged with failure to respond (they managed to find my correct address for to send the SJPN (presumably from my drivers licenc and car tax etc... - What is my best option in order to avoid the 600 fine and increase in insurance premiums?

I would suggest you get some specialist legal help. Forums are not legally qualified, solicitors are. Not cheap but if you are looking to get off even they may not be able to help.

As you can see from the earlier thread you quoted, there are ways to deal with this which do not require a solicitor. Does your SJPN only mention the "Fail to provide driver's details" charge, or does it mention speeding as well?

Your only real option is to get a good solicitor who can eloquently argue in your favour with some sob story or other, like Nick Freeman does.
