Licensed premise

I would appreciate your thoughts. Just returned from hols in Menorca where I rented a Corsa for 5 days. I only had to show my plastic card type UK driving licence to the hire company and was not asked for the paper section which shows penalty points etc for speeding, drink driving etc (mine is clean). Surely this is a loophole in terms of safety? Also, do overseas drivers who rent in the UK have to show whether or not they have penalty points back in their own country?

Europeans simply do not understand that Brit drivers have a scruffy old bit of paper as well as their plastic licence. All information in other countries is embedded in a chip in the card.
