Is the additional cost of NCD protection worth it given that I have nine years NCD?

It depends on whether you are high or low risk. If you are high risk (commute, live in a city, etc), yes. If you live in the countryside, don't dive far and/or drive a low-risk vehicle - no. All down to personal circumstance.
