(Regardless of whether it's necessary) Are they designed to push people into buying new cars? Let me give you an example... using my own car. My car is a Volkswagen Lupo SDI. It has a 1.7 N/A Diesel Engine. It's not fast, it's not particularly fun, but it's super fuel efficient and great for my 80 miles a day, travelling to work and back. Driving carefully, you can easily achieve in excess of 75MPG.
