How do I get cheaper insurance without any No Claims Discount?

I'm about to purchase a car for £2500. The comprehensive insurance is quoted at £1200 per year because I don't have and No Claims Discount. Is there any way to bring this cost down?

Take Pass Plus lessons, which can reduce it. Add an older person (aged 25 to 55) with more driving experience and play about with the excess, i.e. see if increasing it reduces the premium because the intention is to never make a claim. Also, parking in a garage or on a driveway will reduce the premium as opposed to street parking.
