Can you explain the SORN rules?

What's the lie of the land now with regards to selling a car that's on SORN I've got someone who interested who wants to drive it more than a once around the private car park its stored in? Who would need to do what?

It cannot be driven on any public road. And once someone buys it he has to either insure and tax it, or re-SORN it himself. You cannot transfer a SORN.
