Is this a scam?

How do I verify legitimate dealers? Responded to advert from 'cars4salepublic', who purport to deal with repossessed vehicles. I received no reply from their contact desk when I enquired if payment was expected before delivery.

Sounds like a common scam. The domain www.publiccars4saleonline.com/ no longer works and looking at the trail it left behind, alarm bells start to ring.
