Should I take up the offer of insurance with no claims protection? Direct Line will do it for an extra £28.

Depends on your personal circumstances. If you are a high risk, or live and work in a high risk area, then yes. If you are low risk, work from home and rarely use your car, then no. If you're a new driver trying to build your no claims up, then always protect it.
