My brother has been told that he must re-take his driving test - is this correct?

My brother has recently had to resit his driving test because of a previous ban. He passed successfully and has been driving for the last six months, but has just recieved a letter from DVLA to say that because he didn't do an extended test his licence has been revoked. He had to re-apply for his provisional licence and at no point was he told he had to sit an extended test. Is this correct and what can he do?

Sounds like he's got no option but to re-take his test.
