Why do insurance companies pressurise car accident victims to accept courtesy cars and initiate personal injury claims?

On the A12 last Saturday a car violently braked in the outside lane in front of me at about 70mph. I managed to stop in time, but the car behind hit me and pushed me into the car in front that had caused the accident. I called the police and then my insurers to arrange recovery. I got through to my insurer and I was referred to the claims handling department, who were pretty aggressive in trying to get me to agree to have a 'like-for-like'. He also suggested that I must have injured my neck and wrists with whiplash, and not to worry as the other car's insurance will pay. I refused all of this and just told them to come and pick my car up. I would have thought that insurance companies would get together to minimise each other's costs. I understand how the victims of such incidents are lumbered with excessive car hire bills.
