Should our local boy racer declare his loud exhaust to his insurance company?

You recently published a letter where an insurance company had treated the fitting of cold weather tyres as modification that they should have been told of. Where I live we are plagued by a hoody boy racer who has modified his exhaust system so that it resonates loudly, and because he drives in max revs in every gear, he can be heard a quarter of a mile away. He also loves to give a few a few extra revs when he starts up and shuts down, and the locals regard him as a nuisance. Do you consider that this would be a modification that should have been notified to the insurance company, and if it has not, is his insurance invalid?

That definitely is a modification that should have been disclosed to his insurer and if he has a crash (possibly inevitable) and has not disclosed it he will find himself uninsured.
