Car Insurance - Refused/declined or not?

Last year in August 2025, I bought a Mazda 6 2011 diesel.

I went to insure it on site when buying as I had my mechanic, who is a DVSA MOT Tester, with me. I tried to use his computer to insure it but it declined the payment, even though money was in the account but didn't say insurance was refused or declined. I received no email saying refused or declined either.

I'm the registered keeper of the car so I insured with a temporary 24 hour insurance and next day, insured it under my Mum's name with me listed as the main driver.

Do you think because it was DVSA MOT laptop, government security checks didn't allow my card to go through on his laptop?

If I have to say cancelled or refused, I'll suck it up and pay it but I thought to ask someone with more knowledge first.

While this situation may have been frustrating and concerning, a declined method of payment is not the same as having insurance refused or declined. When insurers ask if you have been refused or declined insurance or had a policy cancelled in the past, this is specifically asking if an insurer has previously declined to offer you insurance based on risk factors or you have had a claim rejected, or if you have had an existing policy cancelled or voided because you have broken the terms of the agreement, such as failing to make the required payments, failing to declare a change of circumstances or failure to report an accident.

The exact reason for the failure of the payment to go through is not clear, but it is possible that due to the laptop being a goverment issued device it would not accept the payment gateway, or your bank declined the payment due to the laptop being more secure than a typical home machine.
