Why does MoT repair insurance only exist as a dealer add-on?

Every product I can find is either bundled into a used car sale or requires an upfront annual payment through a warranty provider. Nothing exists as a simple monthly subscription you just buy yourself.

Is there a reason for that, regulatory, commercial, or just nobody has got round to it? Genuinely curious whether anyone's seen something I've missed.

As with many insurance-based add-on products, MoT repair insurance is designed to be a desirable addition to an existing sales package in order to generate more revenue. From a dealer's perspective it can be seen as relatively low risk as they are offering the insurance based on a known quantity in terms of the vehicles they sell, so the number of claims will be relatively low compared to the number of policies sold. It is also designed as a means to keep buyers returning to the same dealership for ongoing servicing. Warranty providers will offer this service with a large up-front payment as it discourages anyone who tries to buy a policy knowing an MoT failure is likely and also helps to mitigate their own risk of policy claims.

A policy that is a monthly subscription only would appeal to many car owners, but if such a policy does not already exist it is likely because the providers see it as too high a risk against the potential revenue generated.
