Haggling over a price, whether you are buying with cash or finance, is entirely up to the seller. We would always advise buyers try to get the best deal possible, but it is up to the seller whether or not they choose to accept. When haggling it is important to be realistic, but if you make a reasonable offer and the seller chooses to decline, you have the option to walk away and leave them with your offer - if the seller thinks you are prepared to look elsewhere they may reconsider your offer.
