Unused car

My Brother is working in Canada and has purchased a flat in this country. He will be able to take two 3-week holidays every year. He is considering purchasing a vehicle rather than hiring one as he feels it would be cheaper in the long run. When he retires in 5 years time he will only be able to use the vehicle for a maximum of 90 days. By the way he has no garage in this country. Would you recommend purchasing a second-hand vehicle?

Mad and bad idea. Unless someone else uses it in the meantime, the
car will sit deteriorating all the time he is not here and he may have to spend all his vacations having it repaired. He will also have to pay tax and insurance. Better to hire a car when he needs one.
