Can I cancel insurance I just paid for if I find a cheaper option?

I've purchased car insurance, which is due to start on the 22 Aug. However, I've found a cheaper provider. Am I allowed to change my mind and cancel the policy even if the insurer has taken their fee from my bank account?

You have a 14 day cooling off period from the point of inception. You are entitled to a full refund. If it's passed 14 days, a full refund with a "reasonable charge" for an administration fee will occur. There should be no cancellation fee.
