Thanks - but our friend did last year in Blackheath, London and was sent the ticket via post. He lives on the borders of Greenwich and Lewisham. The ticket was issued in LBGreenwich.

I lived in Hammersmith and drove away from the warden in Earls Court Road. I guess I was lucky!

I think the ticket must be applied to the vehicle to count.I once drove away in similiar circumstances years ago in London and never heard a dickie bird.
I thought the same too, although they may have changed the rules. Probably wardens complaining that it was too difficult for them to make their quota's and to get bonuses.

If I remember correctly then the Regs require that the ticket has to be issued by a Warden in Uniform and must either be placed on the vehicle or handed to the driver to comply with the fact that a ticket has been served and therefore valid.
No so I recall if it is a Plod issuing.
Too much Goats do Roam and Chaton de Cat last night so a bit fragile to go into the archives to find the Regs.
