Having closed their local offices DVLA are struggling to cope doing plate swaps at Swansea.
I'm in a vaguely similar position in that we've bought a new car and need to swap Mrs B's personal plate off our older car onto new (63) one. Old car, which is being transferred to me, will then revert to its original 05 plate.
I know from checking online that DVLA have done the computer input. Personal plate shows details for new car, mine is KU05XXX and the 63 reg is showing no trace. As of saturday however no sign of paperwork in post. It may be that issue of new tax discs and 'authority to issue plate', work previously done at LO is taking time.
In meantime we're carrying on driving both cars as are other two insured drivers. All know what's going on and will pass 'attitude test' with any copper who might stop them.
My advice to OP is 'keep calm and carry on'. Position is different to mine in that paperwork has issued but has not caught up. Dealer appears to be standing by as best he can with offer of courtesy car. Not clear to me OP has been lied to as (a) 150 miles is not far and prev owner may be around regularly (b) The dealer you mention is a large chain and it may be that they mean he will drop off at branch local to him. Realistically your problem is not with dealer but previous owner. Would be helpful if dealer could tell you what new number is. Alternatively can OP attempt, perhaps with dealers assistance, to register car using the 'no V5' route (form V62?)?
