Will used cars face higher tax after April 2017?

I am thinking about buying a used 2006 bmw 530d. I am planning on holding on to the car for only a couple of years and would like to re-sell it after April 2017. Would the future owner be hit with the higher VED tax because it would be a newly registered car to that person? (The new tax would soon be higher than the value of the car) OR does the higher tax only affect cars fresh off the assembly line?

I don't think so. I think from April 2017 there will be three different systems of car tax: the old, pre-CO2 based system; the CO2 based system; and the 2017 price based system. Tax under the first two will rise slightly.
